Summary
DCSA Acquisition and Technology, National Background Investigation Services (NBIS) is seeking a Product Owner/SCRUM Master (GG-13). The incumbent will lead agile dev teams, manage product backlogs, translate requirements, and oversee IT contractors migrating legacy systems to AWS. Duties
As a IT SPECIALIST (PLCYPLN) you will be responsible for the following duties:
- Serves as the Government Scrum Master/Product Owner of an agile team prioritizing the work and schedule for the IT development teams.
- Oversees development activities of contractors and establishes and enforces DoD policy and standards and security principles to ensure quality and integrity of delivered products according to scope, cost and schedule.
- Oversees complex inter-agency migration(s) of application initiatives having agency and enterprise impact.
- Provides technology roadmaps for consistent implementation and migration of legacy applications to new technology tools and cloud solutions.
- Designs software utilizing the software life cycle process, develops, deploys, updates, maintains, and tests software using methodologies and tools, designs to leverage software reusability and establishes and utilizes software engineering metrics.

- Any Information Technology/Security certifications / education specified in the DCWF Annex as defined by DoD 8570.01-M/DoD 8140-M within six months of appointment date.
- The incumbent must sign a Statement of Understanding regarding the certification requirements and maintaining the appropriate certification is a condition of employment.
- This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Practitioner certification in Program Management and is expected to meet all related certification requirements per the Department of Defense Instruction 5000.66.
- However, applicants that do not meet this requirement are eligible to be hired but must obtain a Program Management Practitioner certification within 5 years (60 months) after the first day of starting in the position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes:
- Implementing principles, methods, and techniques of IT assessment, planning, management, monitoring and evaluation so that baseline assessments, contingency planning and disaster recovery are accomplished.
- Applying IT planning and policy frameworks to gather and translate complex business requirements, communicating technical strategies and controversial programs to technical teams and senior leadership.
- Utilizing Agile Methodologies and the SCRUM process to apply project management principles, processes, procedures, planning and activity development while establishing baseline Information Technology assessments and executing contingency/disaster recovery planning.
- Managing systems lifecycle concepts to plan, develop, implement, operate and maintain complex IT systems while successfully communicating high-stakes, technical roadmaps to senior leadership.
- Enforcing information security and assurance principles (including security architecture, vulnerability remediation, and national security regulations) across enterprise systems and contractor development activities.
Specifically you will be evaluated on the following competencies:
- Information Technology Policy and Planning: Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance.
- Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
- Information Technology Life Cycle Management: Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions.
- Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
- Cyber Security: Support protection of the confidentiality, integrity, non-repudiation, and availability of systems, networks, and data through planning, analysis, development, penetration testing, access control, implementation, maintenance, and enhancement of information security systems, programs, policies, procedures, and tools.
