The primary purpose of this position is: To serve as Information Technology Specialist (INFOSEC), serves as the 9th Reconnaissance Wing, Senior Information Systems Security Manager (ISSM).
Duties
- Serves as the Commanders lead authority for IA/cybersecurity analysis for 9 RW networks, systems and applications.
- Researches, interprets, analyzes, and applies Chairman Joint Chiefs of Staff (CJCS), Department of Defense (DOD), Committee on National Security Systems (CNSS), Air Force, National Institute of Science and Technology (NIST), and other national guidelines, policies, and regulations to Integrate IA/cybersecurity concepts into wing policy and guidance.
- Senior IA/cybersecurity analyst, leads IA/cybersecurity meetings with appropriate staff and host organizations to plan, evaluate and determine appropriate measures needed to ensure IA/cybersecurity requirements are met.
- Develops, implements, and assimilates short-range, mid-range, and long-range IA/cybersecurity plans and policy designed to shape a strong and effective IA/cybersecurity profile which keeps pace with technological developments and the changing needs of the command-and-control community.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees must pass initial and periodic short notice drug testing.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- An Information Assurance Certification is required. Failure to receive the IA certification may result in removal. This must be achieved within six months of assignment of these duties. A waiver of this six-month requirement may be granted.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210.
SPECIALIZED EXPERIENCE: Applicant must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes: Developing and analyzing IA/cybersecurity specifications and standards to ensure full compliance with established regulations while; evaluating IA/cybersecurity requirements for certification and accreditation, including network protocols and system testing, to monitor compliance, provide guidance on policy implementation, and recommend specific countermeasures based on accreditation reviews; and utilizing a wide range of cybersecurity techniques, procedures, and methods to address technical requirements and ensure the protection of information systems.

EDUCATION: Applicant must have a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a full range of IT cybersecurity principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
- Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
- Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
- Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
- Ability to communicate effectively, both orally and in writing.
- Ability to develop and conduct training on information security.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
