Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the INSCOM, Enterprise / Surveillance and Reconnaissance Activity, Data Capabilities Division (DCD) located at Fort Belvoir, Virginia.
Duties
- Serves as a Technology Advisor for the Data Capabilities Division (DCD).
- Responsible for managing the daily operations and administration of the team that operationally executes and manages the Army Intelligence data management, and analytic tools platform and application development environments.
- Ensures sustainable operations of transport, software hosting, data integrations, and analytic tools support.
- Responsible for coordinating with contract and financial management points of contact (POCs) , and for providing reporting, planning, and cybersecurity oversight for DCD requirements.
- Analyzes and identifies manpower requirements and directs personnel to fulfill identified requirements.
- Provides recommendations for internal personnel guidelines and reviews proposed personnel actions for compliance.
- Enforces performance management objectives as directed and provides on-going feedback by evaluating employee's contributions to organizational results and links rewards to the resulting accomplishments.
- Works closely with organization director to develop, retain, and sustain a professional workforce.
- Conducts and incorporates concept and policy development for data and IT related issues and initiatives on behalf of the Army Intelligence and Security Enterprise.
- Conducts in-depth analysis of all available precedents and regulatory guidance to ensure proper, timely, and authoritative response.
- Reviews, staffs, and provides recommendations to Army, DoD, Joint, and Intelligence Community on emerging concepts and doctrine with Army data analysis impacts.
- Coordinates with national intelligence agencies, Army Staff, Commands, and partner organizations.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- This position requires travel up to 15% of the time. Must be able to travel (both CONUS and OCONUS) related to duties of this position.
- This position may require on-call and off duty hours, which may include evenings, weekends, and/or holidays as, need to maintain mission continuity.
- Will be required to submit a Financial Disclosure Statement, SF-278, upon entering position, annually, and upon termination of employment, in accordance with DoD Directive 5500-7R, Joint Ethics Regulation, dated 30 August 1993.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Managing global intelligence IT infrastructure and daily operational mission readiness; guiding operational workflows, shift schedules, and technical mentoring for joint civilian, military, and contractor teams; drafting enterprise intelligence IT policies to align organizational data standards with cybersecurity regulations; and, coordinating data-sharing initiatives with national agency partners. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
