Duties
The successful candidate directs, manages, and evaluates all aspects of OIG IT Operations across three specialized divisions: Cloud Operations, Enterprise AI Services, and User Experience. The Director shapes and executes executive IT strategy; oversees operational support and compliance programs; and leads cloud infrastructure architecture, agency-wide artificial intelligence initiatives, and end-user experience services. Additionally, the Director advises Executive Leadership on opportunities to leverage emerging technologies, streamline business processes, and enhance overall operational effectiveness.
This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $169,279.00 - $197,200.00. The salary figures include locality pay.

Responsibilities include planning and assigning work; collaborating with peers and subordinates to ensure effective advisory services; and ensuring continuous progress toward stated goals. The Director provides innovative and expert leadership across the following areas:
Team Leadership & Oversight
The Director of IT Operations, provides innovative leadership, strategic alignment, and supervisory direction across three primary teams:
- Cloud Operations Team: Oversees agency-wide cloud-based solutions (SaaS, PaaS, IaaS) across Microsoft Azure, Amazon Web Services (AWS), and Google Cloud Platform (GCP), as well as hybrid on-premises physical and virtual infrastructure. Directs the design, deployment, and operation of scalable, highly available, and fault-tolerant cloud environments, while ensuring continuous compliance, patch management, system monitoring, and vendor SLA performance.
- Enterprise AI Services Team: Directs the deployment and integration of artificial intelligence and Generative AI tools across the agency (including Microsoft 365 Copilot). Oversees AI technical roadmaps, project lifecycles, prompt engineering best practices, end-user documentation and training, and executive advisory on AI risk, governance, and adoption.
- User Experience Team: Leads day-to-day IT service delivery and client support operations across the OIG enterprise. Directs the architecture and management of enterprise client environments (Windows workstations, mobile technologies, and collaboration tools), customer support standards, vendor SLA compliance, desktop patching, and continuous user experience improvement.
Detailed Major Duties
- Strategic & Operational Leadership: Plans, directs, and evaluates agency-wide IT operational strategies, translating high-level organizational goals into actionable, scalable, and secure technical architectures across Cloud, AI, and End-User services.
- Cloud & Infrastructure Oversight: Designs, develops, implements, and enforces enterprise cloud architecture strategies and standards. Collaborates with business owners, engineers, and infrastructure teams to ensure high availability, disaster recovery, and fault tolerance across Azure, AWS, GCP, and hybrid virtualized systems.
- Enterprise AI Strategy & Adoption: Provides executive direction for the enterprise AI lifecycle, including translating business requirements into scalable AI solutions, conducting market research on emerging Generative AI technologies, establishing prompting frameworks, developing user guides, and implementing Microsoft 365 Copilot solutions.
- User Experience & Field Delivery: Directs daily enterprise client support and end-user environment operations. Establishes customer service performance standards, manages client hardware and software lifecycles, oversees collaboration tools, and drives continuous operational improvements.
- Information Security & Compliance: Ensures rigorous application of information security and information assurance policies across all cloud platforms, AI models, and endpoint client environments. Oversees vulnerability assessments, system audits, contingency planning, and security compliance programs.
- Resource Management & Governance: Practices sound position management, workforce planning, and performance oversight for federal employees and contractors. Oversees project portfolios, manages financial and human resource constraints, and negotiates vendor service level agreements (SLAs).
- Executive Communication & Representation: Develops and delivers executive decision briefs, background papers, and policy guidance to the CIO, SES officials, Postal Service executives, and external stakeholders.

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
- Specialized IT Experience: At least seven (7) years of specialized experience in Information Technology equivalent to the next lower grade level (GS-14 in the Federal service). Experience must demonstrate executive-level competence in IT infrastructure design, cloud operations, enterprise AI/emerging technology adoption, user experience service delivery, and IT security principles.
AND
- Supervisory Leadership Experience: At least five (5) years of supervisory experience managing and directing technical staff, multidisciplinary project teams, or contractors, with a proven ability to influence senior executive management and key stakeholders.
AND
- Cloud Architecture & Engineering Experience: At least five (5) years of hands-on and strategic cloud experience, including planning, designing, engineering, architecting, and implementing complex IT solutions in Microsoft Azure, Amazon Web Services (AWS), Google Cloud Platform (GCP), or hybrid cloud environments.
AND
- Program Integration & Management Experience: Demonstrated experience developing, integrating, and providing executive management for enterprise IT programs, frameworks, and strategic plans.
DESIRABLE QUALIFICATIONS
- Professional Certifications: Professional certifications in Cloud Architecture (e.g., Azure Solutions Architect, Google Cloud Certified - Professional Cloud Architect, AWS Certified Solutions Architect)

- Factor 1 - Executive Decision-Making & Enterprise Integration:Demonstrated experience applying structured decision-making within a highly complex enterprise environment involving multiple programs, diverse stakeholders, competing business priorities, human and financial resource constraints, and major technology integration challenges.
- Factor 2 - Technical Leadership Across Cloud, AI, and User Experience: Demonstrated experience providing technical leadership in Cloud Operations (Azure, GCP, AWS), Enterprise AI services (Generative AI, Copilot, prompting frameworks), User Experience service delivery (client endpoint management, collaboration tools), lifecycle management, information security, and disaster recovery, combined with an understanding of emerging technology trends.
- Factor 3 - IT Strategic Planning & Vision: Demonstrated experience interpreting organizational strategic vision, developing multi-year IT strategic plans, establishing annual tactical execution roadmaps, and directing IT operations to achieve defined business outcomes.
- Factor 4 - Portfolio, Project & Vendor Management: Demonstrated experience managing multiple large or complex IT projects using systematic methodologies from initiation through design, development, testing, deployment, and retirement. Proven ability to oversee IT operations project portfolios and enforce vendor contract SLAs.
- Factor 5 - Demonstrated experience supervising federal employees and contractor personnel to meet performance objectives, drive progressive organizational change, and manage the orderly introduction of innovative technologies (e.g., Enterprise AI, cloud migration, enhanced UX frameworks).
- Factor 6 - Workforce Management & Human Capital Development: Demonstrated experience leading workforce management activities, optimizing staff utilization, developing personnel, establishing performance standards, building cohesive teams, and resolving administrative or disciplinary issues.
- Factor 7 - Executive Communication & Stakeholder Engagement: Excellent oral and written communication skills with demonstrated experience preparing and presenting decision briefs, executive positions, background papers, and agency-wide policy guidance to senior executives, SES officials, and external partners.
